Gov. Heineman Signs Flood Control Bill into Law

Bill Provides Flood Protection in Eastern Nebraska

(Lincoln Neb.) Gov. Dave Heineman today signed LB 160 into law. The bill authorizes issuance of flood protection bonds for Douglas, Sarpy and Washington Counties.

Heineman said he signed the bill because of the written assurance he received from the Chairman of the Papio-Missouri River Natural Resources District (NRD) that property taxes would not be increased under this law.

In a May 18 letter to the Governor, Chairman Jim Thompson stated, “There is no intent on my part, as Board Chairman, or on the part of the NRD Board, to raise property taxes as a result of the passage of LB 160. On the contrary, because of this funding efficiencies provided by bonding authority we will be able to avoid a tax increase.”
